With an election on the horizon, bipartisanship is among the hottest topics at this year's Building Nations conference - the country's premier gathering of infrastructure decision-makers. It's as the country tries to find a way out of the paradox of being one of the highest infrastructure spenders in the OECD, that's as percentage of GDP, with not much bang for buck. Nick Leggett, the chief executive of industry advocacy group Infrastructure New Zealand, spoke to John Campbell.
