A review into the fatal Mount Maunganui landslide has identified a lack of staff training in systemic Tauranga City Council shortcomings.
Six people died after a landslide crashed down onto the beachside holiday park in January.
A review released today finds consultants warned council about risks to the campground for decades.
Tauranga City Council CEO Marty Grenfell says the warnings about the campground stayed at an operational level.
"The risks that were identified were never escalated through to the organisation to a point where they could be understood and managed and responded to."
